Cork City Council, together with all local authorities across the country, have recently been directed by the Minister for Housing, Local Government and Heritage to prepare a summary of social housing assessments in the City Council’s administrative area, as required under Section 21 of the Housing (Miscellaneous Provisions) Act 2009.
The Summary Social Housing Assessment (SSHA) 2022 is the continuation of the ongoing process of annual assessments of national housing need, commenced with the 2016 summary, in line with the commitment contained in ‘Social Housing Strategy 2020 – Support, Supply & Reform’. The purpose of the process is to identify the current level of national housing need and to provide vital data to inform the ongoing development of housing policy.
The key output of the summary is the net need figure which is the number of qualified households on each local authority housing list who remain eligible for social housing support and whose housing need has not been met. The Minister has directed that the summary be prepared with a ‘counting date’ of 1st November 2022.
In order to fulfil the requirements of the SSHA 2022, Cork City Council is obliged to contact all qualified households identified as being in need of reassessment. The process, as in previous years, excludes certain applicants from having to be contacted for this year’s exercise:-
* Applicants who applied for the first time or were reviewed since 3rd September 2021;
*Applicants in receipt of the Housing Assistance Payment (HAP) or Rental Assistance Scheme (RAS);
*Cork City Council and Approved Housing Body transfer tenants;
*Applicants who were assessed under the SSHA 2021 process.
On 7th September 2022, Cork City Council issued a letter and application form to the applicants on the social housing list who need to be reassessed, using the current address provided by these applicants. The letter explains what information is needed and the date by which they are required to complete their return. Completed applications must be returned to Cork City Council before 30th September 2022.

2021: Statement of Liability and Employment Detail Summary
These documents can be obtained from Revenue’s online service, myAccount. Further details on how to access these documents are provided in the document below:
Applicants in receipt of Social Welfare Income: a recent statement from Department of Social Protection detailing all welfare payments received in the last 12 months and commencement date of receipt of such payments; or a current payment slip showing all payments you are receiving. If you are in receipt of social welfare for less than 12 months having been previously in employment, a Statement of Liability for the preceding year and, where applicable, payslips for the intervening period must also be provided.
Applicants who are Self Employed: A minimum of 2 years’ accounts with an Auditor’s Report and a Notice of Assessment and/or Self-Assessment Acknowledgement letter for the preceding 12 months.
Completed forms and documents must be returned to the Housing Allocations Office, City Hall, Anglesea Street, Cork T12 T997, either by post or in person at the Housing Allocations Office public counter between 10.00 a.m. and 4.00 p.m. Monday to Friday.
Please note that incomplete forms cannot be processed, and applications may be closed pending submission of full information and documents.
