Cork City Development Plan 2022-2028

The Cork City Development Plan 2022-2028 sets out how the city will grow and develop over the next six years, while complementing a longer 2040 vision. For the first time, this statutory plan also encompasses the towns of Ballincollig, Blarney, Tower and Glanmire, and their wider hinterland areas. With a population of over 210,000, Cork is an emerging international city of scale and a national driver of economic and urban growth. Project Ireland 2040 designates the city for significant additional growth over the next 20 years, supported by large scale investment.

The Cork City Development Plan 2022-2028 sets out how the city can best enable this growth and investment over the next six years, while continuing to be an innovative, vibrant, healthy and resilient city. The plan was adopted by resolution of the Council on the 10th June 2022 and takes effect on 8th August 2022.

Please note Volumes 1 & 2 of the Cork City Development Plan 2022-2028 have now been updated to incorporate Variation No. 1, which relates to revised parking standards and updated parking zones.

The proposed Variation No.2 (Cork Docklands) to the Cork City Development Plan 2022 - 2028 is now out for public consultation.

The Proposed Variation comprises of three elements:

Part A: Updates to “Volume 1: Written Statement” of the Cork City Development Plan 2022-2028 where it relates to “Chapter 10: Key Growth Areas and Neighbourhood Development Sites (2. City Docks)”. Consequential text changes arise within “Chapter 1: Introduction”, “Chapter 11: Placemaking and Managing Development” and “Chapter 12 Land Use Zoning Objectives”.

Part B: A series of mapping updates in “Volume 2: Mapped Objectives” of the City Development Plan that relate to Map 01 (Land use zoning), Map 02 (Infrastructure) and Chapter D (Drainage).

Part C: A new “Volume 4” of the City Development Plan which contains an overview of the design strategies arising from the Framework Plan and inclusion of Supplementary Guidance.

Cork City Council invites submissions or observations in respect of the Proposed Variation. All written submissions received, including online submissions through the website consultation portal at Consult - Cork City Development Plan and by email to citydevplan@corkcity.ie during the stated period 30 April to the 28 of May 2025, will be taken into consideration before the making of the Variation to the Cork City Development Plan.
