Cork City Council's Sustainable Energy and Climate Action Plan (SECAP) was prepared and adopted by the City Council in January 2018. It provides a baseline assessment of energy use and greenhouse gas emissions associated with energy use in Cork City (based on the year 2011 data and boundary). The SECAP identifies ways to reduce energy related greenhouse gas emissions by 43.7% by 2030. The SECAP was prepared as part of the City's membership, with over 10,000 other cities of the Covenant of Mayors.
